Getting your name on the cup has some stern rules:

Players who’ve played at least 41 regular season games for the winning club or at least one game in the Stanley Cup Final automatically get their name among those 52 spots. Any others will need to go through a petitioning process put forth by the Penguins in order to get their names on the Cup

Since 1994 teams can petition the league to have names added due to extenuating circumstances, such as the ‘99 Stars did this for dman and current studio analyst Brent Severyn, who missed games due to injuries Some Penguins players might not get their name on the cup. (The Hockey Writers)
