Why didn't the 1999 Stars petition to have Brad Lukowich or Doug Lidster added to the cup?

The Stars did petition to have the names of Brent Severyn (30 games, no playoff games) and Derek Plante (16 games, no playoff games) included, and the petition was granted. But they didn't petition for Brad Lukowich (14 regular season and 8 playoff games) or Doug Lidster (17 regular season and 4 playoff games), both of whom played in the playoffs.

I can't understand what would motivate them to do this. Is there a backstory?
